Summary:

Brook and the Minister of Right call out to Luffy and Megalo; the minister of the right asks Megalo where he is going. Shirahoshi mentally apologizes to everyone for disobeying and leaving the castle without permission, promising to be home by dinner. Luffy is excited about them walking. The Minister of the Right berates Megalo for leaving the door to Shirahoshi’s room open because it threatens the princess’s life. The minister orders Brook to go into the room so they can check on the princess. Both are stunned to find the princess gone. The minister of the right calls it a national crisis, saying that she had to be kidnapped. A pirate tries to attack them from behind with a sword. Brook dodges the attack and asks the pirate what he’s doing. The pirate asks where the switch is to open the connecting passage to the palace gate. He tells them that the pirates must follow their orders or they will be killed. Brook asks them what they mean.
The scene changes to Coral Hill. Chopper asks Sanji why he beat up all the guards. Sanji complains that he gave up his chance to go to the palace, but then they try to handcuff him. He observes all the people staring at them and says that their eyes remind him of the white eyes of deep sea fish. He then tells Chopper to stop whining. Chopper tells him to think before he acts next time. Sanji retorted that Chopper took half of them with his kung fu which Sanji complemented him on. Chopper told him that compliments wouldn’t work on him right now, though he [not so much] secretly appreciated it. The woman then shouts that the fish man has just washed up on the beach and is badly injured. Someone yells for the doctor and Chopper takes the call.
The injured person is revealed to be Hatchan, much to Sanji and Chopper’s surprise. Hatchan is covered in arrows. Chopper asks him what happened. Hatchan tells them with difficulty that he is glad to see them and asks if Luffy was with them. Chopper tells him that Luffy is not here and that he will fix his wounds. Hatchan takes Sanji by the collar and tells him to gather the crew. He tells them not to mess with the island anymore and that they should leave the Fish-Man District. He tells them that the New Fish-Man Pirates will attack the island and Ryugu’s kingdom will be destroyed.
The scene then changes to Noah, a few hours before Sanji and Chopper found Hatchan. Vander Decken IX addresses the human pirates who have agreed to serve under Hody Jones. The pirates recognize Decken from the Flying Dutchman, but Decken tells them not to worry as he is a descendant of the infamous captain, but is still cursed. He tells them he is a fish man who can’t swim. This is because of the power he received along with the Mato Mato curse. He is about to demonstrate his power with a human, but is stopped by a voice. Hatchan enters on crutches with a cast on his lower left leg. He asks them if they are really serious about the plan and to stop their foolishness. He tells them that all the energy steroid does is destroy their bodies. He asks them why they would want to destroy Fish-Man Island and tells them not to take Neptune lightly. Jones tells him to take it easy, saying he doesn’t want to listen to the opinions of the former Arlong Pirates officer he looked up to. She tells him he’s gone soft and it’s time for the next generation to take over. He says they need Fish-Man Island to “educate” the people, and Neptune is standing in the way of their plan. He then reminds Hatchan that he was the one who taught them that fishmen are the final race. Hatchan argues that Arlong lost. He then asks Decken and Hyouza why they are involved with Jones, neither of them answered when Arlong called out to them, so why help someone younger like Jones.
Hyouzou replies that he was hired by Arlong and that he is only with Jones for the money. Arlong was too frugal and could never afford to pay Hyouzou’s fees. He tells him that since they were kids, Hatchan was never able to keep up with him and he felt bad that Arlong only had swordsmen like Hatchan with him. Decken laughs and says that Hachi makes him nostalgic. Decken mentions that Arlong once tried to recruit him, saying he has a sense of humor about it. Decken claims to be a man who will never be under anyone’s command and that Jones understood him.
Jones adds that while Arlong’s ambition and actually getting things done deserves respect, he was also barbaric and simple. While the Arlong pirates ran wild at sea, Jones and his crew were just kids too young to be pirates. His generation matured by learning from the failures of those before them. Jones then declares himself to be the one to carry on the will of the Arlong Pirates. He asked if Hatchan, as a former officer, really wanted to discourage him by yelling at his plans. He then mentions that Luffy, the pirate who crushed Arlong’s plans, is on the island at the moment and asks if Hatchan doesn’t mind at all. Hatchan tells Jones that Luffy called him his friend and that he owes Luffy his life and that he wants to see him as soon as possible. Hatchan adds that he couldn’t bear to show himself to Luffy while Arlong’s will still survives on Fish-Man Island. After overhearing Hatchan refer to Luffy as his friend, Jones tells Hatchan that he has lost all trust in him and should not talk about friendship with a human.
Decken then walks over to Hatchan and pats him on the back with his bare left hand. He then tells Hatchan that he is locked on to him and asks him if he has forgotten the ways of a pirate. If a pirate has something to say, he says it with force. Decken then throws the knife so that he goes after Hatchan. The knife returns and stabs Hatchan in the back, demonstrating its power. The human pirates are shocked by what they see. Decken explains that Hatchan became his target the moment he touched him, and that any object he throws, no matter where either one is, will always find its way to Hatchan. Handing him some arrows, the subordinate fisherman tells Hatchan that there are many ways to prevent objects from hitting him and tells him to try to find one. Hatchan tells him to stop and not use so many arrows. He tells Decken that he has heard rumors about his abilities. He then begs Jones that Decken will kill him and asks Jones to stop him. Jones replies that Vander Decken is not one of his subordinates as they are bound by a pirate alliance. He also tells Hatchan that he is getting tired of looking at him. Hatchan starts to run as Decken throws arrows into the air. Jones and Decken enjoy seeing Hatchan run away from the arrows. Decken teasingly tells him that he can run, but he can’t hide from the arrows. Hatchan gets into the water, but realizes it won’t help. The arrows quickly catch up to him and hit him in the back.
The human pirates are horrified by what they just saw. Decken assures them that he can only remember two targets at a time, one for each of his palms. He then tells him that his right hand, which he hadn’t washed in ten years, remembered the time he touched Shirahoshi. He then asks them if they understand and explains that his “love and weapons” pursue their targets to the bottom of Hell. The pirates, both fishmen and humans, begin to cheer as one of them exclaims that this is why he was able to pursue the princess and revealed himself to the Neptune Army. Someone exclaims what a cunning man he is and people start chanting. Jones then turns to the human pirates and tells them that now they understand Decken’s powers, they can begin the first part of their plan. Ryugu Palace is impossible to invade, but Decken has been able to penetrate its defenses for ten years. Decken throws them towards Shirahoshi, they hit the wall of her tower, penetrating the palace. Once they arrive, their job will be to open the main gate and let the fishmen through. One pirate protests, saying that the impact of hitting the wall will kill them. Jones tells the man that he agrees and therefore uses people whose lives are less valuable to him than the lives of slaves. Only pirates who survive and can complete the mission will be released, and anyone who refuses will be kicked out of the bubble right then and there.
Back in the present, the pirates tell Brook and the Minister of Right that they must open the passage or Jones will kill them. Brook runs back to the room where Neptune is being held captive and relays the news about the pirates and the princess’s disappearance. Neptune is mortified by the latter. Zoro asks what they should do with the first one. Usopp yells at him that he’s already attacking from the inside and doesn’t want to hear what they should do about it. Zoro says they should cut them and Usopp says he didn’t want to hear that.
The scene changes again to Luffy, Shirahoshi, and Megalo now outside the palace bubble. Luffy asks her if she can come out of Megalo’s mouth now, and she says it’s fine for now to be inside. Luffy asks her how she feels after leaving the palace for the first time in ten years. She says her heart is pounding and what she is doing is really wrong. Luffy asks how it could be bad when they’re just going out and calling her a freak. Shirahoshi asks him if they are on an adventure right now. Luffy laughs and says they are because it must be an adventure if her heart is beating fast. Then he asks her about the Sea Forest. She tells him it’s a graveyard. There is a tomb that was built ten years ago that she always wanted to see but never could. In the Sea Forest, a man is seen sitting on some coral in front of a large grave and paying his respects. He talks about how it’s been ten years since this person caused an uproar on Fish-Man Island and the assassination in broad daylight, and mentions how quickly time flies. He mentions how the princes became strong warriors and how Shirahoshi is still inside the tower. The chapter ends with the person, who is then revealed to be Jinbe, saying that no one has forgotten the ideals of the person in the grave, Queen Otohime.
