In Arabasta, the Crocodile Warlord is considered a hero. We really see him helping out in the fight against pirates and being the object of adoration for the people of Arabasta. Vivi’s father King Cobra also thanks him for his help.
Back on the Going Merry, Vivi explains these facts to the others. The people of Arabast cannot imagine that the man they see as a hero is the one who is currently destroying their country. As a result, he must stop the rebellion and then get rid of the baroque works. When asked by Usopp how the organization works, Vivi tells them about the pyramid hierarchy and the main officer agents. But for Crocodile to take over Arabasta means all the top agents are together somewhere in Vivi’s country.
