As the day of the Fire Festival approaches, the Ninja-Pirate-Nink-Samurai Alliance continues its preparations to raid Onigashi.
Apoo returns to Wan with a group of gigantic beings known as the Numbers. In Onigashima, Kaidou and Big Mom decide to put aside their feud and form an alliance to conquer the world.
Hiyori explains that Shusui is the sacred national treasure of the land of Wano, and that when Moria stole it, the land was devastated. Zoro agrees to leave Shusui in exchange for Enma and on the condition that he can visit Ryuma’s grave.
At Rasetsu Prison, Law manages to overpower Hawkins and cut him in half. Hawkins explains that he formed an alliance with Kid and Scratchman Apoo. However, Apoo was linked to Kaida the whole time, and when he came face to face with Kaida, Hawkins immediately submitted to him. However, Kid refused to join Kaido, was defeated, and was sent to the Udon POW Mine. After completing the story, Law cuts Hawkins and breaks free from prison.
In Udon, Luffy is still training in an attempt to learn Ryuo.
The Yakuza leaders split into different groups to prepare. Hyogoro prepares the weapons, Cho transports the swords to the rendezvous point, Yatappe leads the command unit, and Franky’s group works to maintain the ships. Kin’emon explains the change in the rebellion leaflet. The original snake symbol implied the port of Habu in Hakumai, but with two added strokes, the snake resembles a lizard, signifying the port of Tokage in Udon. Kin’emon explains the situation by saying that they have found seven out of nine of the nine red sheaths, they are still unable to track down Denjiro.
Scratchmen Apoo arrives in the land of Wano. He goes through a waterfall and goes through a hidden tunnel. He then steps onto a gondola that takes him up to Hakumai. Apoo brings out a Numbers-like monster that terrifies the witnesses. They call Kaidou to Onigashima, who has gotten over his differences with Big Mom. He announces a temporary alliance between the Beasts Pirates and the Big Mom Pirates.
