Kin’emon continues to tell the story of the past. Now that Kaidou has taken over the land of Wano, he decides to recruit allies to fight for them. Raizo, Kanjuro and Momonosuke fled the country to Zou in search of more allies. However, one by one they accidentally separated into Zou, Dressrosa, and Punk Hazard.
Kin’emon explains that in order to take down Kaidou and Orochi, the Ninja-Pirate-Mink-Samurai Alliance will raid Onigashi during the country’s Fire Festival. The Straw Hats, who had arrived in the land of Wano earlier, had already been tasked with preparing for the raid. Zoro and Usopp recruit allies by handing out encrypted leaflets, Robin disguises herself as a geisha to learn about Orochi’s plans, and Franky works as a construction worker to find plans for Kaidou’s mansion.
The other Straw Hats are also assigned a task. Brook will carry food to the capital, Nami will pose as a kunoichi for espionage operations, Sanji will pose as a soba cook to attract allies, and Carrot, Chopper, and Kiku will meet Inuarashi. Kin’emon uses his Devil Fruit powers to create costumes for them and also introduces a new ally to Shinobu, another kunoichi.
