Summary:

Rulers of the entire world head to the four-year-old Levely, and Vivi gets in touch with her pirate past at sea when she remembers her experiences with the Straw Hat Pirates. Sterry, now King of the Kingdom of Goa, resides in a hotel in Loguetown with his wife, Sarie Nantokanette. The ruler of the country of Kano prepares to travel, although the Chinjao family does not accompany him. On Fish-Man Island, a frightened Shirahoshi is convinced by her brothers and father to come to Levela, as they now had enough signatures on Otohime’s petition to allow fish-men to coexist with humans.

On the Thousand Sunny, Sanji’s rescue team recovers from an unexpected jump from Zou. While trying to stay the course, Carrot unexpectedly shows up to help, shocking them all.

The citizens of Arabasta wave goodbye to Princess Vivi as she sails away from Arabasta with Cobra, Karoo and their entourage. They are escorted by a Marine ship commanded by Rear Admiral Hina, who orders Jango, Fullbody, and the rest of his men to remain vigilant in their escort. Vivi climbs the Crow’s Nest and waves to her subjects as she looks out over the open sea ahead. This notes that Vivi looks extremely comfortable in the sea, and Koza replies that he is getting back in touch with his pirate past. Standing in the Crow’s Nest, Vivi remembers her experiences with the Straw Hat Pirates. Two years ago on Arabasta, she and Luffy argued about whether it was better to save the country by beating the Crocodile or to stop the coming civil war and make them fight. However, Luffy’s remark that he and his crew would help Vivi save her country struck a chord with her. Later, Vivi was captured and held over the edge of a tall building by Crocodile, and when he dropped her, Luffy flew onto Pell and caught her before fighting Crocodile. Eventually, Luffy was able to defeat the Crocodile, and seeing the defeated Crocodile take to the air, Vivi mustered enough willpower to shout an end to the fighting before her, and the fighters began to hear her call for peace. it rained in Alubarn for the first time in a long time. A few days later, the Straw Hats began to sail away from Arabasta, and Vivi went to say goodbye to them, revealing that she intended to stay to fulfill her responsibility to her people. The Straw Hats tried to say goodbye, but Nami pointed out that the marines chasing them would likely see the exchange and label Vivi a criminal for being associated with them. The Straw Hats then raised their left arms that bore the X marks they and Vivi had made earlier as signs of their friendship, silently saying their goodbyes as they swore their continued bond with the Princess of Arabasta.

Back in the present, Igaram tells Vivi to come down to the deck, worried about the various ways she could be hurt up there. However, Vivi only scares him by somersaulting out of the Crow’s Nest and landing gently on her feet. He then talks to Cobra, who is coughing, and she expresses concern about his ability to make the journey to Levela. Cobra states his intention to go because he wanted to ask the world government about the Poneglyph on Arabasta and why the deeds of their ancestors were written on it. However, he states that he might die soon and wonders if Vivi will soon choose a husband to help her rule the kingdom. However, Vivi politely dismisses her father’s statement with a wink.

Sterry, now the king of the kingdom of Goa, stays in a luxury hotel room with his wife, Sarie Nantokanette, on his way to Levely. Nantokanette admires their room, but Sterry finds little to compliment, only remarking that he has seen Gol D. Roger’s gallows from the window and that he has seen worse places. His nurses ask him if he needs anything and Sterry rudely shoos them away so they run out of the room. It then turns out that now is the time for the Levels, and the rulers of the countries of the world are making their way to Mary Geoise to meet each other. In the land of Kano, its ruler laments the absence of the Chinjao family, but nevertheless prepares to travel. He states that the war ended after the other side lost access to the weapons supplied by Doflamingo, and he has a lot to talk about in Levely. Meanwhile, on Fish-Man Island, Shirahoshi curls up in a ball, worried about going to Mary Geoise, saying that Luffy promised that he would be the one to take her on to the outside world. Her brothers and entourage try to convince her otherwise, saying that their path is simple and direct and that Luffy will take it even further; they also now have enough signatures on Otohime’s human-fish-human coexistence petition to present at Levely. However, Shirahoshi still resists and her brothers wonder if they should leave her behind, but Neptune states that they wouldn’t look trusting if they held her back. Shirahoshi then recalls her time with Luffy and how she decided to stop crying so much the next time she saw him.

On the Thousand Sunny, Luffy wonders why everyone else on the ship isn’t doing their jobs quickly while the other members of Sanji’s rescue team are still recovering from their jump from Zou. Nami is sick to her stomach and can barely keep them on their intended path, and Carrot suddenly jumps in and offers to help. Luffy initially admires her for her energy and is initially unaware of who she is. He and the rest of the crew then gasp in shock when they see her, and Carrot excitedly stares at the vast expanses of ocean while everyone else wonders why she’s here.

The anime expands on Vivi’s departure from Arabasta.

Vivi remembers her friendship and wonders if she will see the Straw Hats again.
