Summary:

As Ryokugyu continues walking towards the Flower Capital, he says that the ability to influence others is not something that is often seen. However, he is stopped by Denjiro, Inuarashi, Nekomamushi, Shinobu, Raizo, and Kawamatsu, all of whom Ryokugyu demands step aside. Raizo and Denjiro deduce that Ryokugyu is a marine and therefore Luffy’s enemy, but Ryokugyu attacks everyone with his devil fruit powers since he consumed a Logia-type Mori Mori no Mi and is therefore a forest man.

Attacking the Ryokugyu, he tells the samurai that the world nobles are gods and a country with no ties to the world government like Wano has no rights. He also tells them that humanity has only progressed this far because they enforce hierarchies, and non-aligned countries must be put in their place to keep the peace, as he says prejudice breeds stability. As the six try to defend themselves, Ryokugyu announces that he will kill as many citizens of Wan as it takes to capture Luffy, as killing people who are not related is not a crime in his book.

Yamato then enters the scene and angrily slams Ryokugyu’s head into the ground, telling him that everything he just said makes him sick. Ryokugyu recovers and Yamato tells him that he won’t let him spoil the people’s newfound freedom of Wan after two decades. However, Ryokugyu simply asks who he is and Yamato introduces himself as Kaidou’s son, shocking the admiral. Momonosuke then comes in his dragon form and praises Yamato for his words and tries to hit Ryokugyu by mimicking Kaidou’s Bolo Breath, but nothing happens. Still, Momonosuke runs over to Ryokugyu and bites him, demanding that he leave so he can continue to protect Wano from people like him. However, Ryokugyu wraps his roots around Momonosuke to get out of his way. Yamato tries to help, but Momonosuke demands that he stay out of the fight.

Meanwhile, in the seas around Wan, the Red Hair Pirates set sail outside the country. Some of Shanks’ officers tell him that they should go after Luffy, though Shanks is too busy reminiscing about the last time he saw Kozuki Oden and his children. As he looks at Luffy’s new wanted poster, he remembers the time he and his crew ambushed the World Government ship that was carrying the Gomu Gomu no Mi, and then the time he spent in Luffy’s village until he lost his left arm. trying to save him. After finishing the flashbacks, he tells his crew that he won’t be meeting Luffy in Wano, shocking everyone. He reminds them that Bartolomeo recently made a mess of one of their territories by burning his flag and replacing it with Luffy’s, and he wants to handle the situation. However, he tells Benn Beckman that it’s time for them to make a move and get One Piece.

At the New World Marine Corps Headquarters, Fleet Admiral Sakazuki is told that the World Government can no longer ignore the Revolutionary Army, and even though Sakazuki knows this, there are no more Marines left to deploy. The person he’s talking to, the head of Marine Criminal Affairs Kurouma (real name Tensei), tells him that Sabo became legendary because he apparently murdered Nefertari Cobra, King of Arabasta and one of the founding descendants 20 from 800 years ago, which is according to him, a huge boon for the Revolutionary Army. Additionally, before Cobra was killed, he attacked the Mary Geois and destroyed the symbol of the World Nobles, effectively a declaration of war. Despite Fujitora and Ryokugyu’s best efforts, Sabo and the other leaders of the revolutionary army managed to rescue Bartholomew Kuma and escape. Kurouma says that the two admirals were probably banned from fighting in the Holy Land, but Sakazuki demands that he not apologize for them.

It is also revealed that Cobra’s daughter, Nefertari Vivi, has also disappeared and he is still investigating how Cobra’s death and her disappearance are connected. Sakazuki believes that Arabasta is now in chaos, while Kizaru, who was also present, asks if they can close the case of the attempted murder of Saint Charles. However, Kurouma says that Saint Mjosgard has excused the attackers and it is the job of the God Knights in the Holy Land to mediate conflicts, but Sakazuki tells him to leave them alone.

Kurouma says that most of these incidents are connected to Sabo, whose “Flames of Rebellion” are spreading throughout the world, and that the eight rebelling kingdoms were inspired to carry out their coups while the kings were away. Now people call Sabo a “god” or “Flame Emperor” and his influence is said to be even greater than Monkey D. Dragon himself. Kizaru also pointed out that his little brother is now one of the four emperors. Sure enough, enough of the revolutionaries rallying the troops claimed that Sabo’s influence was felt in the pirate world too, as his younger brother had just changed their status quo and right now the times were forced to change.

Sakazuki notes that he became a fleet admiral during a very intense era, but states that if the Revolutionary Army rears its head against them, he intends to strike back on all fronts.
