Summary:
Chimney and Gonbe are seen observing something through a monocular atop Rocketman, calling out to Kokoro who is drinking next to them. On the way to the Franky Family courthouse and the straw pirates ride on Gomorrah’s back through naval forces. Zambai orders Gomorrah to get off the main road where the marines are ready to ambush them so they don’t get hurt. Sodom can be seen lying wounded on the ground behind them. Kokoro contacts the Straw Hats through Nami’s child Den Den Mushi. She tells them an important piece of information she forgot to mention earlier; how to enter the Tower of Justice from courthouses that are not connected by an obvious path. The way is to move the levers that exist on the top floor of the two towers that lie on either side of the courthouse. This action will trigger a bridge that connects the two buildings. Kokoro had been aware of this information ever since she once came to repair the system with Tom when he was still alive. Den Den Mushi is handed over to Chimney, who tells Nami that she saw Luffy on the roof of the courthouse. Before hanging up, Kokoro asks Nami to keep an eye on Den Den Mushi in case anything else comes up. Zambai then sets up a plan to move as quickly as possible. The Franky Family splits into two groups heading to the courthouse towers to lower the bridge, while the Straw Hats head straight to the roof of the courthouse to join Luffy. Everyone agrees with his plan. Unfortunately, shortly after, Gomora is knocked down by the Just Eleven Jurymen, allowing the Marines to catch up.
Meanwhile, the two giant gatekeepers, Kashii and Oimo, who were previously defeated at the front gate of Enies Lobby by the combined forces of the three headmen Galley-La and the Franky Family, have now recovered and are able to catch up with Galley. – Company La. Both giants, aware of the world government’s deception, are now ready to take revenge, which the unexpected naval forces on the spot and Galley-La’s leaders. The former seems very pleased with the appearance of the giants, while the latter are completely dejected and await their end. However, the tables are turned when the giants reveal their purpose and a Sogeking appears on Kashia’s shoulders. The giants take out a few marines easily.
The next scene opens with Franky and Robin being prisoners in the Tower of Justice. Franky tells Robin how lucky she is to have friends like the Straw Hats who went to such lengths to save her and follow her to such a dangerous place as Enies Lobby. He also tries to convince himself that he is not unhappy about the absence of his own friends, whose arrival has not yet reached him. A flashback starts showing Spandam offering Kaku and Kalifa Devil Fruits with unknown powers. At first, both CP9 members seemed unwilling to consume Devil Fruits. Jabra was frightened by the sudden appearance of the Devil Fruits and ran away from them. He claimed that every Devil Fruit has a Devil inside of it, and if the Devil Fruit user gets close, the two Devil Fruits will fight and the user will explode. However, Blueno explains that this is a misconception. The truth is that a person will only explode if they consume two Devil Fruits, as research by Grand Line scientists has revealed. He also showed his disdain for disinformation spread by a prestigious intelligence agent like Jabra. Accepting this, Jabra overcame his fear and approached the Devil Fruits. The flashback ends with Spandam lustfully thinking about the increased power CP9 will achieve after his agents consume the Devil Fruit. At this moment, the CP9 agents are gathered in Lucia’s room, only Blueno is missing. Jabra tries to convince Kaku and Kalifa to eat the devil fruit. Kumadori and Fukurou interpreted his attitude as jealousy towards any CP9 member who might surpass him in power. However, Jabra dismisses all such claims and explains his arguments, which are the amount of money Kaku and Kalifa could gain from selling the Devil Fruits, the possible problems they could face due to the Devil Fruit’s powers and the fruit’s bad taste. Both Kaku and Kalifa finally decided to eat the devil fruit. Apart from bad taste, nothing else affects them at the moment. Lucci looks very pleased that they ate the Devil Fruit and urges them to understand their new powers and use them against the upcoming confrontation with the Straw Hats that Blueno has already started.
The fight between Luffy and Blueno continues where Blueno realizes that Luffy is tougher than he originally thought and tries even harder considering the rubbery nature of Luffy’s body. Blueno uses his ability to make doors out of thin air to immobilize both of Luffy’s legs, revealing his Devil Fruit power to him. He explains that he ate the Doa Doa no Mi and splits Luffy’s face into three parts so that the one containing the eyes turns around. At that moment, it is revealed to the Straw Hats that Luffy engaged in a fight with one of the CP9 members. As everyone prepares to get off Gomorrah’s back and lunge at Luffy, Chopper yells back. Gomorrah informed him that he was still able to move forward. At the same moment, King Bull rises from his injury and is on the move again.
