Summary:
The Straw Hats and Franky make it to the Tower of Justice. However, Fukurou reveals that one of the CP9 members has the key to Robin’s handcuffs, but won’t say which one, so the Straw Hats have to fight each member to find the key. Meanwhile, Chimney follows Spandam, Rob Lucci, and Robin down the secret passageway.
Rocketman crashes into the front wall of the Tower of Justice. Spandam orders Rob Lucci to escort him and Robin to the Gate of Justice and tells the rest of CP9 to destroy the straw pirates. Summons Funkfreed and the elephant turns into a sword. He tells Robin that the sword was imbued with the power of the Zou Zou no Mi Devil Fruit.
Franky gets to Rocketman’s remains and takes out Kokoro, Chimney and Gonbe. Although she worries about them for a while, she only wakes up with a nosebleed from the injury. Luffy then jumps out of the wreckage and orders the rest of his crew to do the same. Sanji notes that while Luffy may be a rubber man, the rest of the crew couldn’t be okay after such an entrance. Then he, Chopper, Sogeking, Zoro and Nami emerge from the ruins as if nothing happened. Franky says the whole crew is weird.
The crew prepares to begin battle, but are stopped by Fukura. He says Robin is already on his way to the Gate of Justice and CP9 has been ordered to stop them. He reveals that each of the CP9 members present has a key to the Seastone handcuffs. One of the keys unlocks Robin’s handcuffs, but doesn’t say who has the right key. Nami explains to Franky the Seastone’s effect on Devil Fruit users, and Chopper notes that’s why Robin didn’t fight back.
Luffy tries to hit Fukurou, but he uses Sora to dodge and then escape with Gepp. Before he leaves, Fukurou says that the Straw Hats will have to fight CP9 for the keys or they will throw the keys into the ocean. Zoro and Sogeking hold back the eager Luffy while Sanji devises a battle plan. He allows Luffy to go ahead and catch up with Robin. The remaining six take the other members of CP9 to the Tower of Justice. Chimney and Gonbe escape and explore a secret passage. Although briefly frightened by the bats, they hear Spandam in the distance. While he gloats that the Straw Hats didn’t even know how to get to the Gate of Justice, the kid and the rabbit decide to shadow him. Luffy is shown running through a maze of stairs before Spandam is shown at a mechanical gate into an underwater passage towards the Gate of Justice.
Franky searches the kitchen, hoping to refuel with a coke before going into battle. He makes it to the kitchen but is stopped by Fukura. In a dungeon-like corridor, Nami meets Kumadori, but at first all she does is stomp her wand on the ground in a kabuki exhibit. Sogeking checks the rooms in the next corridor and finds Jabra asleep in the garden room, with Key #1 luckily outside. Sanji enters the bathroom and is locked in by Kalifa. She offers him tea and he is quickly captivated by her beauty.
The episode ends with Zoro finding Kaku in the library. Kaku notes that Zoro has already drawn his swords. Zoro replies that he is thirsty for blood.
