Summary:
While the royalty is gone for the Levels, the Peachbeard Pirates attack the kingdom of Lulusia. However, the four commanders of the revolutionary army—Morley, Belo Betty, Lindbergh, and Karasu—arrive. Betty uses her ability to encourage the townspeople to fight back, and with the help of the other three commanders, defeats Peachbeard and his crew.
Meanwhile, Sabo, Monkey D. Dragon, and Koala reunite with Ivankov and Inazuma on Momoiro Island while they wait for the commanders to arrive. Once they arrive, they discuss their plan to officially declare war on the World Nobles during the Levely.
Peachbeard’s pirates have raided a port city in the kingdom of Lulusia. With the royal family gone to Levely with all their best warriors accompanying them, Peachbeard and his crew are easily able to overpower the remaining marines and subdue the defenseless villagers to take their belongings for Blackbeard. Moda tries to run away with a glass of milk in hand, but is chased and defeated by the pirates. She says the milk is for the children and that she has no money, but Peachbeard takes the milk and asks about the money she saved for Heaven’s Honor. Moda says that she and the other citizens, who are poor, will be killed if they can’t pay the tribute, and Peachbeard remarks that their king is a bad ruler, but orders his crew to steal the Celestial Tribute regardless. She then blasts Moda, but her fall is stopped by Belo Betty.
Suddenly the ground rises and the giant Morley emerges from it. The Peachbeard Pirates are stunned by Morley’s arrival and feminine appearance, and their stares cause Morley to become confused and aggressive, leading to her moving the earth like dirt and pushing her towards them. Belo Betty then steps out and asks the townspeople what they will do. Lindbergh arrives, angry that Morley attacked too soon and prevented him from debuting his new weapon, and the Crow Murders fly in, manifesting in Karas. The Peachbeard pirates are shocked, with one of them revealing to their captain that the four are the commanders of the Revolutionary Army.
On the Thousand Sunny, Luffy gets up from his rest to ask Nami if there is an article in the newspaper about the revolutionary army. Nami doesn’t see any, with the latest news about them still talking about their base on Baltig being discovered and destroyed. Meanwhile, Monkey D. Dragon, Sabo, Koala and other revolutionaries are walking through their new headquarters on Momoiro Island. They get to the table where Emporio Ivankov and Inazuma are sitting, Sabo lays down and starts reading the news about Luffy. This news makes him laugh and Ivankov is also very interested in the news about Luffy and Sanji. Sabo smiles so much his mouth starts to spasm, and the revolution leaders wait for the four commanders to arrive so they can start the meeting. Sabo then receives a call from Lindbergh saying they will be there soon. However, Dragon decides to start proceedings now rather than wait, and Sabo looks forward to preparing for their upcoming declaration of war on the World Nobles during Levely.
Back in the kingdom of Lulusia, the four commanders prepare to fight the Peachbeard pirates, and Peachbeard angers Karasu when he points out the commander’s mumbling. Betty then turns to the townspeople, asking them what they decide to do and encouraging them to fight. As he does so, he waves his flag around and uses the powers of Kobu Kobu no Mi to awaken the full potential of the townspeople. The people are excited by her speech and take sticks to attack the pirates. The Peachbeard pirates don’t think much of it when they try to shoot the townspeople, but Morley moves the ground to block their shots, Lindbergh uses his new Cool Shooter to freeze their guns, and Karasu unleashes a crow murder that takes out all the guns. The townspeople then overpower the pirates, with Moda defeating Peachbeard with a single blow to the head. Subsequently captured, Peachbeard vows revenge on Blackbeard, but Betty replies that she doesn’t care about her subordinate crews. He then leaves him in the care of the townspeople, saying that they can claim his reward of 52,000,000 Beli by turning him over to the Marines, and also gives them the Revolutionary Army’s contact information should anyone wish to join their cause and fight. The townspeople weep for joy and the commanders talk about the army’s plans as they leave with two days to go before Levely.
