Summary:
As Rosward and Charlos return to their home, Sabo and his friends hold a strategy meeting.
Inside Castle Pangea, the king and queens gather in a conference room to begin the Levels. Meanwhile, the Elder Five have a secret meeting with a mysterious individual known as Imu.
Sabo and other elite Revolutionary Army officers hide underground as Rosward and Charlos leave the area. After learning the tragic truth about Kuma, Sabo reflects on Kuma’s actions.
During the Straw Pirates’ first adventure to the Sabaody Archipelago, they were confronted by Kizaru, whom they had no hope of defeating. Although Kuma was clearly on Kizaru’s side, he sent the Straw Hat Pirates away to separate the islands so they wouldn’t be killed. The time the Straw Hat Pirates spent apart allowed them to become stronger when they reunited two years later. Sabo acknowledges that Kumo’s sacrifices were necessary for Luffy to become a pirate in the New World.
Levely finally begins and the monarchs take their seats to debate. The Monarchs consider offering to intervene in the upcoming conflict in the land of Wano, but are opposed to the idea.
