Summary:

Toko and Zoro’s group head to the Flower Capital. When Shimotsuki Yasuie is placed on a wooden pole and broadcast throughout Wano, his old acquaintances recognize him. The citizens of Ebisu town and some of the Straw Hats rush to the execution. As Orochi heads to the gallows, Yasuie reveals that he lied about being Ushimitsu Kozo and plans to say a few things before he meets his death.

Komurasaki’s coffin is escorted through the streets for her body to be cremated. The citizens mourn her death. Orochi also rides to the gallows to watch Tonoyasu’s execution.

Tonoyasu is tied to the cross and the pillar is raised, placing him high into the sky. He remembers his past life with Oden. Live video of the execution is shown in the cities of Bakura, Ebisu, and Udon. The people of Ebisu town continue to laugh and Holed’em watches the event in Bakura town.

Kin’emon is driving through Bakura Town to look for Shutenmaru when he sees the broadcast, shocked that Tonoyasu is still alive. Hyogoro, watching from Udon, also recognizes him. They reveal that Tonoyasu’s real name is actually Shimotsuki Yasuie.
The anime adds the following:
When the Picture Tanishi is built in the Prison Mines, the Queen searches for Komurasaki and Hyogoro explains to Luffy about the prison in Rasetsu City.
It shows Yasuie placed on a wooden pole.
After seeing Yasuie on the air, Nami’s group wonders why the citizens of Ebisu Town are laughing. In the manga, it was only after Yasuie’s death that they wondered why the citizens were laughing.
Hyogoro explains to Luffy about Yasui.
Daikoku fired at Yasuie.
Kin’emon wondered why Yasuie lied about being Ushimitsu Kozo.
When some of Orochi’s guards try to stop the citizens of Ebisu City with their swords, Usopp and Robin help the citizens.
Kin’emon and Inuarashi see Yasuie on the air before finding Ashura. In the manga, they saw Yasuie when they found Ashur.
During the flashback of Yasuie’s conversation with Oden, Oden appears less shadowy than he was in the manga.
When Oden said he wanted to go to sea in the manga, Yasuie hit him on the head. In the anime, Yasuie kicks him instead. Oden also seems to be more amused when Yasuie hits him than in the manga.
When Drake and Hawkins were informed that the citizens of Ebisu City had entered the Flower Capital, they were seen standing outside near Yasuie’s gallows in the manga. In the anime, they are inside a building instead.

Yasuie’s past is revealed. Before becoming Shogun, Oden was the daimyo of Hakumaie and was a serious person who never smiled. Oden was kicked out of the castle by his father Sukiyaki, so he stayed in Hakumai with Yasuie.

Back to the present, the townspeople beg the officers to let Yasuie go, but he continues to laugh. He says he wants to apologize for two things and then say something to Orochi. The first bullet is fired at him. His charge and sentence will then be read by an officer. Arriving at the border of the city, Toko calls out to her father.

The people of Ebisu Town, along with Usopp, Nami, and Robin, invade the Flower Capital to save Yasuie from his execution. The people fight against the guardians of the Flower Capital.

Yasuie makes his final statement. He praises Wano Country for once being a beautiful land with forests and rivers thanks to the Kozuki family, but calls out Orochi for destroying the country, calling him nothing but a vermin. Yasuie laughs even as the executioner aims a rifle at him.
