Summary:
The chapter begins at the G-2 naval base, where the narrative recaps the death of Fisher Tiger and Arlong’s capture from the previous chapter. Arlong finishes describing Fisher Tiger’s death, angrily saying that the humans drove his former captain to his death. Sometime later at the Grand Line, Jinbe reads aloud Arlong’s message to the Marines in the newspaper. The story he read claimed that Fisher Tiger died after being refused a blood transfusion. Jinbe comments that there is a lot left of the story. Aladine notes that humans were the cause of all this. Jinbe comments on how Arlong lied to the marines. Aladine recites part of the altered story, saying that Tiger was betrayed by the humans and could not accept the transfusion because of the grudge he carried. He adds that he left out Tiger’s past as a slave, saying that the reality is much harsher and Tiger’s reputation would be tarnished. Just then, Hatchan spots an enemy ship and alerts Jinbe. Jinbe says it’s too late and they can’t bring back their late captain. He then gives the order to prepare for battle and not to kill anyone. The narrative states that under Jinbe’s command, the Sun Pirates focused on nothing but fighting. The scene briefly changes to Marineford where Strawberry talks about Jinbe being the most dangerous member of the Sun Pirates and his strength is anything but ordinary.
The scene changes to Ryugu Palace, where Neptune reads a letter from Jinbe, telling the true story of Fisher Tiger’s death. Neptune remarked that Tiger was living the only way he could. Otohime tells him that she understood what his heart was saying the last time he visited the palace. He then adds that he can succeed in his mission and not lose. Otohime is next seen outside asking people to sign her petition as always. The citizens have trouble accepting her petition after what the humans did to Fisher Tiger (from Arlong’s altered story). Otohime returns to Ryugu Palace, where she lays her head on the lap of four-year-old Shirahoshi. Shirahoshi asks if she’s okay, as do Ryuboshi and Manboshi, while Fukaboshi comments that she looks completely exhausted. Otohime says she probably overworked herself today, but she’s fine. They then make a promise of a future with their children, marked by putting their little fingers together. She takes on a narrative that says Otohime makes her rounds every day, rescuing people from shipwrecks, teaching children about the surface world, giving speeches in the streets and trying to get signatures.
One day, Otohime is approached by a group of citizens asking how many signatures she has collected so far. Over the past five years, Otohime has collected a thousand signatures from an island with a population of five million. The group then asks Otohime to cancel all their signatures. Then a group of children approach her and ask the same thing about their parents. One citizen tries to politely tell her that they are tired of her constant talking and campaigning. When Otohime returns to the palace, she tells her children that she did what she could and asks to be left alone. Once alone, she begins to cry uncontrollably while a confused Neptune sits on his throne with his head in his hands. Some time later, Otohime shouts how they are all liars. The minister of the left tells her that the national broadcasting system was on and asks her if she has been drinking. Otohime denies this despite the numerous bottles of alcohol around her and her slurred speech saying otherwise. Over the broadcast system, Otohime angrily denies her drunkenness for all to hear. Otohime speaks into the transceiver and says that the people of Fish-Man Island live in the endless ocean, on the dark sea floor. He then asks why they chose to live in this particular place. He tells them that this is due to the small amount of light and air available, but that there is even more light on the surface and the sky is much higher. He questions why the kids are sneaking off to see Sabaody Park when there are even bigger places in the world to see. Otohime states that the children of the island should be allowed to go anywhere and that their parents should give them a reason to grow up and ask them if they are okay with giving up. He then challenges everyone to find the courage to go after what they want. If people are the wall that stops them, then they have to break through that wall. If they do, then the future of the children of Fish-Man Island could change for the better, even if just a little bit.
The scene changes to the surface where the World Government bat flies away from the Sun Pirates ship. Jinbe was invited to join the Shichibukai. Macro comments that his bounty is 250,000,000 Beli and that it is only a matter of time before the government considers him a threat. Chew notes that the world government has finally recognized their power and tells everyone that they should make an even more infamous name for themselves. Jinbe calmly replies that he was thinking about accepting the government’s offer, much to the surprise of his crew. Jinbe is then seen in Ryugu’s palace talking to Neptune about his invitation. He tells Neptune that if he becomes a Shichibukai, then they can get a pardon from the government, and then anyone who doesn’t want to be a pirate can continue to live on the island. More importantly, it would bring the fish-human species one step closer to equality with the government. She also adds that she wants to do this for Otohime as well since their actions have somewhat discouraged her cause. Neptune agrees and says it would cheer her up. Jinbe adds that this is what Tiger would want. As he says this, Hody Jones is seen as one of the guards in the throne room. As Jinbe adds that there are a few things that bother him about forgiveness, Jones is seen with a look of disbelief on his face after hearing Fisher Tiger’s true ideals.
The scene changes to Impel Down, where Arlong is released into the custody of the Sun Pirates. Arlong is mad that Jinbe will volunteer to become a government dog when he joins the Shichibukai. Jinbe reminds Arlong of Tiger’s words about living without hatred and resentment. Arlong replied that times have changed. He adds that he is returning to his old crew, the Arlong Pirates, and taking the slaves with him. On the island, Arlong says goodbye but gives Jinbe one last chance to stop him. Arlong tells Jinbe that he will either kill him or Arlong will do as he pleases. He then declares that there will be a “rage” of fish men. Jinbe repeatedly punches him and tells him to show some respect. After the fight, Arlong is kidnapped by the fishmen, who join him. Later on Jinbe’s ship, Aladine tells Jinbe that there is nothing to fear. Like Jinbe, Arlong is a brother from the Fish-Man District. As long as he has a purpose, the only thing that can stop Arlong is death. Jinbe, visibly worried, wonders aloud why Arlong didn’t understand Fisher Tiger’s will. As long as Arlong comes out in force, the Marines will act, and if they don’t, the Sun Pirates will have to take action against him. He picks up the narration that tells how the Sun Pirates split into three factions after Jinbe joined the Shichibukai. They were the Arlong Pirates, the Macro Pirates and the Sun Pirates.
The scene changes to Fish-Man Island. The Border Guard calls the palace to ask for permission to give the shipwrecked ship emergency access to the island. The Minister of the Right orders the guard to let the ship in. The guard replies that the ship has world nobles on board. Otohime orders the guard to let the ship in and send a rescue team ashore. Otohime takes off and says she’ll be there.
