Summary:

Tashigi recalls hearing about reports of child abductions in the G-5 jurisdiction. Soldiers have a hard time getting used to the new look of their superior officers. Smoker tells her that he doesn’t know of any kidnappings. Tashigi begs him to button up her shirt so that her chest is not exposed. Tashigi recalls receiving reports of many accidents, and the soldier remembers that many children are dying on the high seas. Tashigi remembers seeing a lot of kidnapping reports from the G-5 Communications Department. By the time the stories hit the papers, they had changed to accidents at sea. Tashigi starts to talk about what that might mean, obviously stumbling around her thought. Smoker is exasperated and tells her to speak her mind. Considering the number of children they had just seen, the reports of abductions would be true. Smoker then realizes that the kidnapper would be on the island. If this is true, then the articles printed in the newspaper were fraudulent. This would further imply that someone inside the G-5 is trying to cover up the stories. The soldiers are furious at the thought of a traitor in their midst. Smoker tells them to shut up, that none of them are worthy of suspicion. Smoker tells them that if they think there is a perfect society, they are overlooking the enemy. Smoker tells them that since Law has his heart and is not in his own body, he cannot leave the island. He orders a third of the soldiers to steal the ship and return to G-5. Smoker tells them that he will find his heart, return to his normal body, and reveal the mastermind behind the whole plan.
In the research lab, Caesar puts down the transceiver and tells the guards present that they have permission to kill the Straw Hats, the G-5 Marines, and Kin’emon, the samurai, adding that if anyone dies on the island, the Joker will make it look like an accident at sea. He orders the guards to capture everyone they can and doesn’t mind if the captives are poisoned. He asks where Law is and is told he just left. He then reminds the guards that their enemy is worth Beli400,000,000 so it won’t be easy. Monet chimes in and says that the other rewards range from Beli50-Beli120,000,000 for a total of Beli800,000,050. The crew suddenly became inactive two years ago, meaning current numbers may not be a good indicator of their threat level. Caesar comments on the harpy’s diligence. One of the centaurs collapses with cold. He tells Caesar that the Straw Hats have taken some of their coats. He also tells them that they took Brownbeard and begs Caesar to get him back. Caesar tells him not to worry about their boss and that there is a new medicine in the back room that they just finished that will warm the body and heal wounds. The centaur is grateful and asks that his friends be treated as well.
The scene changes to the Straw Hats. Usopp made special buttons and placed them on the foreheads of the four people who are not in their correct bodies. There are pictures on the buttons that show who is in which body, making them easy to identify. Luffy talks to Brownbeard and says he’s never heard of him. Zoro comments on how Brownbeard was determined to remain silent a moment ago. Brownbeard adds that Law will come to save him soon. He adds that Law is different from the pirates of his and Luffy’s generation. Luffy doesn’t understand, and Brownbeard explains that the “worst generation” refers to the eleven rookies that gathered in Sabaody, as well as Blackbeard. They are problem children born between two eras who bear the fate of war. After the war, these pirates invaded the New World and wreaked havoc. Any major incident involved pirates from this group. Brownbeard then goes on to say that Basil Hawkins was the one who broke up his crew. Brownbeard lost the use of his legs from this fight, so he and his crew fled, eventually arriving at Punk Hazard. Some convicts were brought to the island instead of prison to be used as guinea pigs for their human experiments. Then, four years ago, one of Vegapunk’s chemical weapons experiments failed, destroying two of the three laboratories. The explosion caused extreme heat and sent poisonous particles into the air that killed everything. Government workers abandoned the prisoners and sealed off the island before they could escape. Prisoners flocked to the only research building still standing. If they didn’t die, their lower body was rendered useless by the powerful nerve gas. Everything seemed lost. A year later, Caesar Clown arrived on the island. He used his ability to clear the gas and made artificial legs for those who could not walk, which he also used as his subordinates. Brownbeard arrived on the island a year after Caesar. There was still a poisonous gas that made him incredibly sick. Just before he gave up his life, Caesar and his subordinates appeared and saved him.
Brownbeard compares Vegapunk to the devil and Caesar to God. A few months before the arrival of the Straw Hats, Trafalgar Law did. Using his ability, Law gassed all those afflicted with living animal legs and allowed them to walk again. Nami comments on how cruel Vegapunk was while the rest of the crew applies the story to what they’ve seen so far, the satyrs from the lab as well as the harpies and other centaurs. Usopp asks him about the dragon. Brownbeard tells them that the dragon was an artificial creature made by Vegapunk to guard the island. It can adapt to any environment. One of the Sky Dragons named it at one point, but Brownbeard can’t remember what it was. He tells the crew to run if they encounter her, Zoro just tells him that he will, despite remembering that he killed her. Brownbeard goes on to say that the island belongs to Caesar the Clown and no one dares approach him. Caesar is still continuing his research for the good of humanity today, and the Straw Hats will have to submit their bodies to his experiments at any moment. He then laughs and says that they (including him) won’t let the Straw Hats escape.
Back at the research facility, the centaur is having trouble breathing. He bangs on the door, asks Caesar what kind of medicine he was given, and begs to be let out. Caesar tells him to be patient. He asks how the centaur feels. Based on the sounds it made, Caesar deduces that the centaur is nauseous and coughing. Caesar asks if he has a headache and is pleased to hear that he does. He then asks if the centaur is hallucinating. The centaur tells him that there is a giant snake in the room, but Caesar assures him that it is not. He then noted that the experiment had not gone as well as he had hoped. Monet asks him if this was another failure. Caesar jumps on her to watch what she says because his experiments will not fail. And he applies the same claim to an incident four years ago. He questions whether creating a weapon that could kill an entire island is really a failed experiment. He laughs that he even kept an eye on all the victims. He then tells the world government to watch and he will show them who the real number one scientist is.
The scene changes to the Marines where the soldier is stunned by what Smoker just told him. The one responsible for the incident on the island was actually Caesar Clown. Caesar made the weapon and was responsible for letting it go off accidentally. Smoker explains how he and Vegapunk have always been rivals. However, the development of a weapon of mass murder that spreads poisonous gas is illegal. Caesar was caught and arrested. However, he escaped from the prison ship and was never seen or heard from again. Smoker then postulates that if Caesar is indeed continuing his research on the island, if he is not stopped now, then another incident like the one before will not be far away.
