She agreed to cooperate with them only as long as the Straw Hats could escape safely. Calling her desperate, Spandam then asked Lucci to renege on the exact deal she made with CP9. Lucci says, “Six of the Straw Hat crew, minus Robin, will leave Water 7 in peace”. Spandam said they let Water 7 come there, meaning the contract was honored. Robin was shocked that Spandam would violate their agreement by using such a technical thing. Franky says he can’t do anything against them because they have a messed up sense of justice. He ordered Franky to go to Impel Down and Robin to go to Marine HQ and to take them through the Gates of Justice once the convoy was ready. He then tells the CP9 members to go back to their rooms and rest. Spandam says that CP9 will certainly take credit for that and toasts to the turn of events on the ship. Rob Lucci then tells Spandam that he is in no mood for a toast and has no interest in position or authority.
